Independent Consultant, LJ Vancouver, LLC; developed the fielded version of a data collection tool and the Wound Assessment Telemedicine System (WATS), a web-based system used in a research project to evaluate clinical accuracy of using a telemedicine system for assessing the status of pressure ulcers.

• Developed strategic and tactical performance measures for DoD TRICARE Region 1 Mental Health Alliance.

• Led the strategic assessment of alternatives for consolidating specialty services between medical centers in the Washington, DC area. Led 22 focus group sessions comprised of specialty physician leaders from the three military services.

• Developed methodology for creating patient episodes from CHAMPUS claims data.

• Founded corporate level Software Life Cycle Management task force.

• Led development of a decision support system for the Uniformed Service Treatment Facilities (USTF) Managed Care System (UMCS) for DoD system-wide.
