If You Are a Reviewer in M-Inform –
There’s No Time Like the Present!
Throughout July, all UMHS/UMMS faculty, house officers, research and clinical fellows, executives, and management staff who are required to disclose their outside interests within the M-Inform system were reminded by email of their annual and ongoing responsibilities to disclose outside interests, activities, and relationships that may relate to or impact their UMHS/UMMS work or position.
During August, UMHS/UMMS leadership (department chairs or their designees, staff supervisors, etc.) are required to review the disclosures of individuals who report to them or fall under their unit’s responsibility.
Key points of the reviewer’s responsibility include:
- Review and approve the disclosures of direct reports in M-Inform using the tools available under the Review Tab.
- Under the M-Inform Review Tab, reviewers can view disclosure details for each direct report, batch-review disclosures that have indicated no outside interests, email questions and reminders to disclosers, and more.
- If a discloser’s reviewer is incorrect, a trained M-Learning facilitator can correct the error in M-Learning under the discloser’s “personal information.”
- Points to consider when reviewing disclosures include:
- Faculty outside activity should enhance the individual’s usefulness as a teacher and scholar (see Regents Bylaw 5.12).
- Faculty outside activity may not include those that would be more appropriately performed within the University (see UMMS External Clinical Practice Policy).
- Full-time UMMS faculty members are permitted four days per month for approved outside activities (see UM Faculty Handbook, Section 9.E.).
- Department Chairs and Deans are empowered to disapprove proposed outside activities, interests, and relationships that do not meet the criteria above, or that may represent a conflict of interest or conflict of commitment with University, School, or Departmental missions (see UM Faculty Handbook, Section 9.G.).
As a reminder, all faculty and staff are required to inform their managers of any known conflicts of interests, even if their position does not require them to use the M-Inform system.

WeSearchTogether, a partnership between the University of Michigan Depression Center (UMDC) and the Depression and Bipolar Support Alliance (DBSA), announces the launch of a website devoted to connecting mental health researchers and participants: www.WeSearchTogether.org.
More than 21 million Americans live with depression or bipolar disorder, yet many of these individuals receive less than effective care. Research seeks to address this issue by answering fundamental questions about early detection, treatment, and prevention of mood disorders. Yet these researchers often struggle to engage adequate numbers of participants in their work, which greatly hinders the progress of discovery.
“WeSearchTogether.org will help foster communication and trust between potential participants in research – many of whom have legitimate questions about getting involved – and researchers. By working together, we will improve lives,” explained John Greden, M.D., executive director of the UMDC and founding chair of the National Network of Depression Centers (NNDC).
WeSearchTogether.org has created a unique forum for communication between participants and researchers and highlights the latest clinical trials and research advancements within the mental health field. It also offers detailed information on research participation, provides testimonials from study participants and researchers, and allows people to browse study listings and be matched with specific research participation opportunities.
To help direct the focus of WeSearchTogether, the UMDC and DBSA established a diverse, multidisciplinary Consumer-Researcher Steering Council to ensure the project includes equal representation and commitment by both people living with mood disorders and researchers.
“We are proud to partner with the UMDC in a groundbreaking research effort that relies on the shared commitment and wisdom of both individuals living with mood disorders and the researchers who play a critical role in supporting our recovery. WeSearchTogether lays the groundwork to promote meaningful research, responsive to the needs and concerns of people living with mood disorders, on a national level,” said DBSA President Allen Doederlein. DBSA is the leading patient-directed national organization focusing on depression and bipolar disorder.

The Undergraduate Research Opportunity Program (UROP) is currently recruiting research partners for the coming academic year. UROP students can provide biomedical researchers with invaluable assistance as well as the opportunity to work with bright and enthusiastic students. Many medical school faculty, research investigators and postdoctoral fellows have formed valuable research partnerships with students who began their research experiences during their freshman and sophomore years. In many cases, students have worked in the same laboratory until they graduate, going on to pursue careers in biomedical and life sciences research.
UROP targets first and second year students, engaging them as research assistants on ongoing research projects. Last year, approximately 55% of our research partnerships took place on the Medical School campus. Since its inception in 1988, UROP has been committed to engaging a diverse group of students in research. While UROP is open to all first and second year students on campus, we maintain a strong interest in engaging women in science and historically underrepresented minority students in research. UROP students participate in the program for either academic credit or work-study funds. All work-study costs are covered by UROP. Limited supplementary research funds are also available from UROP to the sponsoring laboratory.

RESEARCH COMPLIANCE TRAINING AND EDUCATION
Human Research
Principal Investigators, Federal grant recipients, or research sponsors must register all “Applicable Clinical Trials” as defined by the Food and Drug Administration Amendments Act (FDAAA). Applicable Clinical Trials are, generally, Phase II – IV studies of FDA-regulated drugs, devices, or biologicals.(1) Each trial should be registered only once, so each trial must have a single “Responsible Party” who will register the trial.(2) For an industry-initiated study, it is likely that the industry sponsor will be the Responsible Party. However, when the PI is the study initiator or holds the IND or IDE, then he or she must register the trial and serve as the Responsible Party.
Among Applicable Clinical Trials, a smaller subset – those that involve FDA approved drugs, devices, or biologicals – must also post results, patient flow, and adverse events in ClinicalTrials.gov.
If the study is required by law to register, then the informed consent document (ICD) for the study must include particular regulatorily-prescribed language about ClinicalTrials.gov (look for it in the IRBMED ICD template). However, only “applicable clinical trials” as defined by the law should use the prescribed regulatory language – trials registered in ClinicalTrials.gov for other reasons should not include this language in the ICD.
Other reasons why a clinical trial or research study might need to be registered in ClinicalTrials.gov include the International Committee of Medical Journal Editors (ICMJE) requirement that all clinical trials register in some publicly accessible registry such as ClinicalTrials.gov or the registry run by the World Health Organization.(3) The ICMJE defines clinical trials much more broadly to include all sorts of prospective studies (even process of care, dietary, or behavioral studies) if they are measuring health-related outcomes. A third reason to register your study in ClinicalTrials.gov is simply to facilitate subject recruitment. Remember that those studies, which are being registered “voluntarily” rather than “as required by law,” should NOT use the regulatory language in the ICD.
There are genuine penalties for getting this wrong. While FDAAA has been in effect since 2007, enforcement pressure is growing and the informed consent document language is one tool that FDA may choose to use in that effort. Similarly, in the last two years, ICMJE journals have been much more vigilant about screening articles for publication with regard to whether or not the study had been properly registered. In many cases, deciding whether something is an Applicable Clinical Trial is easy. In some cases, it is not. This year, the Office of Regulatory Affairs is reviewing ClinicalTrials.gov data and beginning to contact Principal Investigators who may need assistance with meeting the FDAAA and ICMJE requirements. Animal Research
With the upcoming expansion of the eResearch Animal Management (eRAM) system there will be a new function called “Action Item.” This eRAM function is used to notify a person or group about a task that needs to be completed.
Listed below are types of action items that can be created:
- Add authorized animals
- Funding change needed (short code)
- Personnel change needed (amendment)
- Scientific change needed (amendment)
- Short code transfer request
- Request to use short code
Who can create an action item:
- PIs and lab personnel
- UCUCA office staff and RCAs
- ULAM staff
- OSEH reviewers
Action item(s) will be logged and tracked for monitoring of task completion in eRAM. You will no longer need to keep notes on your desk or post-its stuck to your computer monitor to remember if a task you are monitoring is completed. You will also be able to connect an action item to a specific protocol or amendment. There will be a button on both your Protocol and Amendment workspace called “Create Action Item.” When someone sends you an action item in eRAM, you will be sent an email. These email notices will go to an individual person or a group depending on the action item requestor. If you happen to miss the email, don’t worry because eRAM has it covered, the action item(s) assigned to you will also show up in your personal workspace under the Action Items tab.
SHARPENING THE FOCUS:
Tips on Grant Proposal Preparation

(This is one in a series of tips published in UMMS Research News about writing proposals.)
NIH peer review study sections assign scores to submitted proposals, and the impact score is used to rank these proposals in each Institute. Percentile represents the relative rank of each impact score (along a 100.0 percentile band) among the scores assigned by a study section. The conversion of impact scores to percentile rankings is based on the ranking of scores assigned to applications reviewed during the current review round plus the previous two review rounds. Applications that do not receive impact scores are ranked at the bottom of the range of scores for the purpose of percentile calculation.
Success rate is different from the percentile rank that a grant received. The success rate indicates the percentage of reviewed applications that were funded, while the percentile rank is a measure of how well your application fared in comparison to others reviewed by the same study section.
A payline is a percentile-based funding cutoff point determined by balancing the projected number of applications coming to an NIH Institute with the amount of funds available. If a score falls within the payline, it is typically funded. Paylines are not mandatory, are not made for all activity codes (e.g., F31s may not use paylines), are not made public by all institutes (e.g., NIGMS does not publish their paylines), and may be adjusted during the year (e.g., as the budget becomes clearer). The payline will vary from institute to institute according to its budget and commitments, and in some cases program to program within an institute depending on programmatic priorities.
Check with the institute to which you are applying to see how they make funding decisions. For example, in FY2012, NIHLB used 10.0 percentile as cut off for R01s, but 20.0 percentile for Early Stage Investigators; and at NLM, the overall Impact Score is the primary basis for award decisions on all grant types, along with innovation and potential impact.

Internal Submissions

Each year the Society selects four outstanding applicants for appointment to three-year fellowships in the social, physical, and life sciences, and in the professional schools. In 2007, the Mellon Foundation awarded a grant to add four Mellon Fellows annually in the humanities, expanding the number of fellowships awarded each year from four to eight. The newly appointed Postdoctoral Fellows join a unique interdisciplinary community composed of their peers as well as Senior Fellows of the Society.
The Society invites applications from qualified candidates who are at the beginning of their academic careers, having received the Ph.D. or comparable professional or artistic degree between June 1, 2010, and September 1, 2013.
Each Fellow has a three-year appointment as Assistant Professor in an affiliated department of the University and a three-year appointment as a Postdoctoral Scholar in the Society of Fellows. This appointment is not tenure-track. The current annual stipend is $52,000. Each fellow is expected to teach the equivalent of one academic year, i.e., a total of two terms during the period of the fellowship. Fellows are expected to be in residence in Ann Arbor for the academic years of appointment (September to May) and to participate in the activities of the Society of Fellows.

External Limited Submissions
These are opportunities in which the sponsor has limited the number of proposals allowed from an institution. These competitions require an internal review to select the proposals to submit to the sponsor from the University of Michigan.

Each year The Hartwell Foundation announces its selection of the Top Ten Centers of Biomedical Research in the United States, inviting each center to participate in nominating individuals for a Hartwell Individual Biomedical Research Award. The University of Michigan is one of the 10 invitees.
Research institutions that fully participate in The Hartwell Foundation nomination process will receive a Hartwell Fellowship for two years at $50,000 direct cost per year to fund one postdoctoral candidate of their choice in areas of biomedical science, consistent with Fundable Projects as described for the Individual Biomedical Research Award (see below). It is the intent of The Hartwell Foundation to support scientists in the early stages of biomedical research careers by enabling them to pursue further specialized training as part of their career development.
Fundable Projects: Participating institutions agree to utilize an effective means to call for proposals from appropriate areas of basic and applied life sciences, principally limited to medicine and biomedical engineering, and consistent with the values of The Hartwell Foundation. Proposals should reflect relevance in terms of potential benefits to children. The Foundation will only consider proposals in biomedical research. The Foundation will not consider for example, research in social science, psychology, ecology, environmental impacts, anthropology, or botany.
The following rules apply to the Hartwell Fellowship:
- Hartwell Fellows must be citizens of the United States.
- Funds may be used for salary, health insurance, or travel related to a scientific meeting, but not for the purchase of supplies or equipment or other fringe benefits.
- No part of the Fellowship may cover institutional overhead or other indirect costs, nor should the recipient or the sponsoring research laboratory be obligated or penalized to pay by substitution such indirect costs by any other means.
- At the conclusion of funding, the Hartwell Fellow should submit a summary of the impact that the award had on their career goals.
UM is allowed to designate one recipient for the postdoctoral fellowship. The name of the nominee is due to the Foundation by October 15, 2012.

The Investigators in the Pathogenesis of Infectious Disease award provides $500,000 over a period of five years. The goal of the program is to provide opportunities for accomplished investigators still early in their careers to study what happens at the points where human and microbial systems connect. The program supports research that sheds light on the fundamentals that affect the outcomes of this encounter: how colonization, infection, commensalism and other relationships play out at levels ranging from molecular interactions to systemic ones. Studies supported by the program may have their roots in pathogen or host biology but the focus of the work should be on the interplay of host and microbe.
The awards are intended to give recipients the freedom and flexibility to pursue high-risk projects and new avenues of inquiry. Research on under-studied infectious diseases, including pathogenic fungi, protozoan and metazoan diseases, and emerging infections is especially of interest. Biochemical, pharmacological, molecular, genetic, immunologic, and other approaches are all appropriate for support by the program. While work on AIDS, malaria, tuberculosis, and microbes of interest for biodefense is allowed, proposed work in these areas may be viewed as less relevant to the program’s goals.
Candidates will generally have a M.D., D.V.M., or Ph.D. degree. Candidates must (1) have an established record of independent research and hold a tenure-track position as an assistant professor or equivalent (at the time of application) and (2) be citizens or permanent residents of the U.S. or Canada at the time of application.
NOTE: Not all eligibility criteria may be listed in this abstract. Before submitting an application for this internal competition, it is the applicant’s responsibility to visit the foundation website and verify that both the applicant and their project meet ALL eligibility criteria. Applicants will need to verify their eligibility by taking the “Eligibility Quiz” on the foundation website.
UM may nominate two candidates. To encourage applications from veterinarians, institutions that nominate a researcher who holds the D.V.M. will be allowed three nominations. Institutions may have a single additional nomination if they nominate a researcher working in pathogenic helminths, mycology, or reproductive science. The foundation deadline is November 1, 2012.

The Greenwall Faculty Scholars Program in Bioethics is a career development award that enables outstanding junior faculty to carry out original research on policy and moral dilemmas at the intersection of ethics and the life sciences. To maximize Scholars' development, three years of support are provided, requiring a 50% time commitment (carefully monitored) in each of the three years. Each year, the Scholars participate in a learner-centered educational program that includes required attendance at two workshops (spring and fall).
Faculty Scholars will be selected on the basis of their achievements, the strength of their research project, their commitment to the field of bioethics, and support from their home institution. While the amount and quality of an applicant’s research in bioethics will count favorably towards his/her application, outstanding candidates with less direct experience in bioethics will be considered.
Funding: The salary is 50% of the NIH cap (benefits are not provided), with 10% institutional costs for the salary only. Indirect costs are not provided on the project support and travel.
ELIGIBILITY: Applicants must be junior faculty members holding at least a 60% appointment. Priority will be given to applicants who are below the rank of Associate Professor, who have not received a comparable career development award, and whose work will have an impact on public policy or clinical practice. Approximately 12 applicants will be invited by the Foundation to submit full proposals due in February 2012.
U-M may submit one preliminary application. The Office of the Vice President for Research will coordinate the internal review process. For consideration as the institutional nominee, submit the following electronically in a single PDF document – in the order listed – by October 1, 2012 to (OVPRlimitedsubmissions@umich.edu):
- Letter of Intent (3 pages) to include (a) description of research proposal, particular significance, how it will be carried out, and how it is likely to have an impact on public policy or clinical practice; and (b) a personal statement describing applicant goals in the field of bioethics. This letter should be double spaced with 12-point font.
- Curriculum vitae (5 pages max, single-spaced pages) with a cover page to include project title and applicant contact information.
