Importance of Lab Safety and Potential for Criminal Charges for Violations

As reported in the Chronicle of Higher Education (April 2012), the accidental death of a young scientist at UCLA has resulted in local prosecutors filing criminal charges against the university and a professor there.

It is essential that we all remember and employ appropriate safety measures in our labs to reduce the risk of death or other harm to ourselves and to the people working with and around us. Although the two cases highlighted in the article occurred in chemistry labs, individuals working in Medical School labs also come into contact with toxic or infectious compounds or employ processes that may cause severe injury.

Please take a moment to review lab safety measures with your research team. If you or anyone in your lab needs a refresher on safety procedures, please visit the U-M Occupational Health and Environmental Safety (OSEH) Department website on research safety. Information on OSEH training sessions is available online.

Genomics Event at NCRC on June 6 Featuring Brian Athey and Eric Schadt

Two thought leaders in open source models of innovation will discuss the hope of unprecedented future biomedical discoveries in the fast-changing field of genomics.  On June 6, UMMS Business Development and BioArbor welcome guest speaker Eric Schadt, Ph.D., co-founder of Sage Bionetworks, Director of the Institute for Genomics and Multiscale Biology, and Chair of the Department of Genetics and Genomics Sciences at Mt. Sinai Medical School. Dr. Schadt will be joined on stage in a provocative conversation with Brian Athey, Ph.D., Chair of U-M’s new Department of Computational Medicine and Bioinformatics and chairman of tranSMART.

Dr. Schadt and Dr. Athey will examine the challenges that result when the pace of innovation can’t keep up with the ability to aggregate and analyze exponentially increasing data sets. Data Protection: Watch What You’re Sending!

Remember that the Human Subject Incentives Program  (HSIP) will no longer accept subject information via email.   Because HSIP is in the campus email system, rather than the med.umich.edu system, it is not right, safe, or proper to send unencrypted information  to HSIP  (especially if it contains any Protected Health Information (PHI), Social Security Numbers, etc.).   Any questions should be directed to Chris DeVries, Program Manager (cdevrie@umich.edu or 734-647-8872) or the HSIP office (subject-incentives@umich.edu).  For other information about PHI protection, see Compliance - HIPAA Privacy and Security and also Protected Health Information.

NIH Policy “Encourages” Results Reporting in ClinicalTrials.gov

On April 6, 2012, NIH posted the following statement on its website:

What NIH Grantees Need to Know About FDAAA

“The NIH encourages registration and results reporting for all NIH-supported clinical trials, regardless of whether or not they are subject to FDAAA.”

This official encouragement expresses the NIH view that all researchers should support the ideals of transparency and ready availability of knowledge about research results, both positive and negative, in public arenas.   It bears noting that there are several places in which NIH forms are being modified to request NCT (ClinicalTrials.gov) registration numbers.

FDAAA and Clinical Trials Supported by NIH Grants

Trials subject to FDAAA are called “applicable clinical trials”… Any ACT supported in whole or in part by an NIH grant (including cooperative agreements) must be in full compliance with FDAAA.

The trial’s “responsible party”… is responsible for two basic elements of compliance:

  • the registration of the ACTs in ClinicalTrials.gov, and
  • the reporting of summary results information (including adverse events).

A third basic element of compliance specific to the NIH implementation of FDAAA is a requirement for all NIH grantees, regardless of whether or not they are the “responsible party” under FDAAA:

  • certify in the grant application and progress report forms that the responsible party has made all required submissions to ClinicalTrials.gov for ACTs funded in whole or in part by the NIH.

To help understand if a grant supports an ACT and which entity or individual is the responsible party for the trial, please review “Steps to Compliance for NIH Grantees.”

Animal Research

Pairing Compliance with Animal Care: The Importance of Veterinary Intervention

The University of Michigan biomedical research community continually strives to avoid or prevent adverse consequences in those studies that use laboratory animals.  Unfortunately, pain, distress, illness and/or death are sometimes an unavoidable aspect of specific animal use protocols (such as those in which serious diseases, or pain itself, are studied).  Guidelines pertaining to these types of studies exist in the current animal use protocol application.  In addition, the Unit for Laboratory Animal Medicine (ULAM) is charged with overseeing the health of all animals used in research and teaching at the University of Michigan.  In order to assure that this oversight is performed, principal investigators are required to report any illnesses and all unexpected mortality that are observed in experimental animals, even if such conditions have been described in the “adverse consequences” section of the animal use application.

Additionally, many laboratory staff members are capable of performing the clinical treatments on animals related to such conditions.  However, as per federal laws and guidelines, this treatment must be performed in conjunction with oversight by the ULAM veterinary staff.  In order to facilitate this, investigators may seek to develop a memorandum of understanding between them and the ULAM veterinary staff that describes clinical treatments that can be performed without prior veterinary approval.  Such a memorandum, however, must include communication to the veterinary staff when such treatment has taken place.  Routine post-operative care practices (such as administration of antibiotics, analgesics, and fluids) can be performed by the research staff as long as the procedures are described in the animal use application and documented in the post-surgical care records.  Please consult with the ULAM veterinarians if you have further questions (734-764-0277).

Tips on Grant Proposal Preparation

NIH Renewals: Know When to Hold ’em and Know When to Fold ’em

(This is one in a series of tips published in UMMS Research News about writing proposals.)

A successful grant renewal is about a new direction, not about continuing the same work, or about the fact that you did not finish the original work. You may apply for a renewal if you found something novel in your previous work, or you have a new way to look at an old problem, or a new collaborator is enabling an exciting new direction. You will have new aims and often a new title.

Give the reviewer confidence based on your past productivity, your progress (include report in 12 pp Strategy limit), your publications, and your new data. (Does it make more sense to take a no cost extension and finish some papers before submitting the renewal? Average one paper/year of funding $250K.)  If you have made an impact in the past, reviewers are more likely to think that you will make another in the future. (Use your Biosketch personal statement to reiterate the impact you made.)

Don’t just list the new data you found, interpret it for the reviewers and let them know why the data lead to a new, promising direction. Your productive lab may have given you lots of new data, but you need to take a “big picture” perspective and evaluate which will lead to the largest impact or breakthrough.

Check out the competition. You should have a good idea of what your fellow players are holding in their hands, either based on grants they have had funded, articles they published, or by their scientific reputation. If other players already hold the winning hand in your intended new direction, reassess your chances. Check out: enGRANT SCIENTIFIC.

Bottom line – be realistic about evaluating your chances.

William T. Grant Scholars Program
Medical School Internal Deadline: June 1, 2012
Foundation Deadline: July 3, 2012

The William T. Grant Scholars Program supports promising early career researchers from various disciplines. The award is intended to facilitate the professional development of early career scholars who have some demonstrated success in conducting high quality research and are seeking to further develop their skills and research program. Studies from these Scholars contribute to theory and policy/practice for improving the lives of young people. The Foundation supports research to understand and improve the settings of youth ages 8 to 25 in the United States.  Important settings include schools, youth-serving organizations, neighborhoods, families, and peer groups.

NOTE: Each college within UM may put forward one proposal.  For Medical School faculty, please contact Kathryn Ridner (kridner@umich.edu or 734-763-4086) in the Office of Research by June 1, 2012 if you intend to apply so the necessary internal selection process can be established.

The award is designed for early career researchers.  Applicants must have received their terminal degree within seven years of submitting their application.  The award may not be used as a post-doctoral fellowship.   Candidates must submit five-year research plans that demonstrate creativity, intellectual rigor, and a commitment to continued professional development, are grounded in theory and sound scientific methods, and provide evidence for appropriate mentoring from senior investigators. Every year, four to six William T. Grant Scholars are selected and each receives $350,000 distributed over a five-year period.

Edward Mallinckrodt, Jr. Foundation Grant Program
Internal Deadline: June 11, 2012

The mission of the Edward Mallinckrodt, Jr. Foundation is to support early stage, highly promising investigators engaged in basic or clinical research that has the potential to advance the understanding, diagnosis or treatment of disease. Applicants must be early stage (i.e., young investigators who have not been a PI on an R01), tenure track faculty members who hold M.D. and/or Ph.D. degrees.  The applicant must also have an appointment in the Medical School.

The funds are designed to provide start-up support to move a project forward to the point where R01 or other independent funding can be obtained.  It is not the intent to support projects that are already under way and are already receiving significant grant support to provide long-range funding beyond an initial three-year period of support. The Foundation will not fund overhead, and grants will be made and restricted to domestic institutions.  Grants provide $60,000 per year for a period of up to three years and are contingent upon a yearly progress report by the applicant. The grants are not renewable.

The University of Michigan may submit a maximum of two proposals. Deadline for submission of an application to the foundation is August 1, 2012.

The Hartwell Foundation Individual Biomedical Research Award
Internal Deadline: August 1, 2012
Foundation Deadline: October 15, 2012

The Hartwell Foundation Individual Biomedical Research Award provides support for three years at $100,000 direct cost per year.  The goal of the program is to support early-stage, innovative, and cutting-edge biomedical research that has not yet qualified for significant funding from outside sources and that should benefit children.  The Foundation in particular seems driven by leading edge science that has a “story” to it, and that the lay board members can “visualize.”  That means that there is a bit of bias toward somewhat applied research where one can visualize the (eventual) young patients.  The Foundation’s website offers profiles of much of its supported work including the names of researchers and the titles of their projects.  That may be useful to you as you consider this opportunity.

Michigan has received six of these awards in the last six years:  one each (with primary appointments) in Pharmacy (Victor Yang), Pharmacology (Asim Beg), BioMedical Engineering (Charles Cain), Pediatrics (Jamie Ferrara), Pediatric Surgery (Daniel Teitelbaum), and Dental School (Nan Hatch).  Please feel free to ask these scholars for feedback on ideas you may have for a Hartwell Foundation proposal.  The Hartwell Foundation hosts annual gatherings of its scholars and thus these scientists have exposure to the full complement of supported researchers.

Candidates should (1) be a citizen of the United States (2) hold a full-time appointment in the sponsoring institution (3) be eligible to serve as a principal investigator in biomedical research. UM may nominate four candidates.
