New Pilot Program for Industry-Sponsored Trial Contracting

Industry-sponsored clinical trials fill a key role not only at the U-M Medical School, but also with the entire University research enterprise. To streamline the initiation of industry-sponsored clinical trials, the UMMS Office of Research and the Office of Research and Sponsored Projects (ORSP, formerly known as DRDA) recently launched a pilot program where several steps in the trial contracting process have been clarified and made more efficient.

A major new component of the pilot program is a Nondisclosure Agreement (NDA) template that can be signed by the school without routing to ORSP for negotiations if the sponsor agrees to the terms. This NDA is intended to expedite the process for exchanging and protecting a sponsor's confidential information prior to entering into a sponsored clinical trial agreement. Often the parties are simply exploring the possibility of a clinical trial that may or may not result in the University and sponsor establishing an agreement. The goal is to provide a fair and balanced NDA that protects the sponsor's information and also meets the needs of the University as a public body.

Several new tools and resources for the pilot program can be found on the UMMS Office of Research’s website, including an updated version of the Research Project Route Map offering an “Orange Line” dedicated to industry-sponsored clinical trial contracting.  “Investigators were telling us this process was too long and too complicated,” noted Jessica Durkin, Associate Director of Administration for Research. “Our goal is to improve contracting efficiency so the process is measured in days, not months. That’s a win for the researchers, for the sponsors, and ultimately for the patients.”

Open to all industry-sponsored trials at the U-M Medical School, the pilot program will be used and evaluated through June of 2012. For more details go to the UMMS Office of Research website, or if you have questions contact the ORSP at 734-764-5500 and ask for a "ORSP Project Representative for Clinical Trial Agreements and Medical School Non-Disclosure Agreements."

Notification of New Investigational Drug Service Fees

There has been an increase in the fee structure for the Investigational Drug Service (IDS). The current fee structure for the IDS was last modified in 2003. Since then, the complexity of both managing investigational drugs and providing care within our health system has increased. This trend has necessitated a departure from a “one-size-fits-all” approach to our fee structure, to allow our fees to more accurately reflect the wide variations in types of services we provide. In addition, both pharmacist and pharmacy technician salaries have increased significantly since 2003.

Of note, the new fees are based on current salaries and actual time required to perform given functions, and have been benchmarked against our peer institutions, to assure that they remain competitive. We anticipate that for many studies, the overall fees will increase; however, for basic studies with minimal IDS activities, fees may be similar to our current structure. Studies that are already in progress, or for which we have already provided a budget estimate, will continue to be charged the old fees.

The new fee structure has been approved by both the Department of Pharmacy Services and the Clinical Systems Committee of UMHS. It will go into effect for all IDS budgets provided after April 1, 2012. Please feel free to contact Kim Redic, Coordinator, Investigational Drug Service (kredic@umich.edu or  734-936-9699), if you have any questions or concerns.  As information, here is the link to the Investigational Drug Service (IDS) website.

SHARPENING THE FOCUS:

Tips on Grant Proposal Preparation

How Do I Mark Changes in a Resubmission?

By Christine Black, Assistant Director for Research Services, Office of Research

(This is one in a series of tips published in UMMS Research News about writing proposals.)

According to NIH, to make it easier for your reviewers to see what has changed in your resubmitted application, mark the substantial scientific changes by bracketing, indenting, or italicizing or changing the font (to one of the other acceptable fonts). Please do not underline or shade the changes. Deleted sections should be described but not marked as deletions. If the changes are so extensive that essentially all of the text would be marked, explain this in the introduction and don’t mark the changes.

This article came from a new monthly newsletter from the NIH Office of Extramural Research: Extramural Nexus. Please consider subscribing to this newsletter, as it is loaded with timely information. For example, the February 2012 version included everything from writing the vertebrate animal section to new data reports on the RePORT to the age distribution of R01 PIs.

Boardroom 5, 6th Floor, Palmer Commons

Session #2
Monday, April 9, 2012
1:00 - 2:00 PM
Boardroom 5, 6th Floor, Palmer Commons

The Foundation’s focus remains on identifying creative, unorthodox, transformational solutions that make a difference for health in the developing world. Projects must be oriented in practical ways to solving health problems for a set of core diseases of great interest to the Gates Foundation for people who live in extreme poverty.

UM has had success with these. UM has received 7 awards in the first 8 rounds: Four focusing on HIV - one on basic science mechanisms of RNA, one targeted at latent infected cells, another focused on a novel vaccine approach, and another focused on building a culturally appropriate circumcision device to reduce HIV transmission; one was funded to link biotechnology firms and their innovation with vaccine manufacturers in the developing world; one was funded to examine gestational nutrition and the other to develop low cost, non-invasion diagnostic tools for a spectrum of diseases.

Topics for Grand Challenges Explorations Round 8 are:

Proposals can be a basic mechanistic study that opens the way to a whole new field, a new class of compounds, vaccines, etc. But these studies must be oriented toward a health solution. U-M’s experiences over from the past 8 rounds has led us to the following recommendations.

DO:

  • Summarize your idea in 2 sentences at the top. You have to capture the reviewers’ interest quickly.
  • Read through the category descriptions thoroughly.
  • State succinctly and clearly: What is innovative? How this is different? How is this a game changer? What is your deliverable?
  • Respond to the Exploration topic of interest.
  • Use a title that grabs attention.
  • Try again.  Many who won, won on their second shot.

DO NOT:

  • Don't propose the next iterative step. This is a request for innovation.
  • Don't use domain specific terminology. Do use clear language any lay person can grasp.
  • Don't spend space writing how great your lab is (no identifying information is allowed). Do speak to core strengths or unique aspects.
  • Do not write a 2-page stream of consciousness. Be strategic.

The Review Process:

  • Gates receives approximately 3,000 applications per round and funds 80-100. Of those funded 50% had submitted before (idea is refined, though no feedback was given).
  • Each reviewer reads approximately 200-400 proposals.
  • Reviewers read through each proposal at most 10 minutes – you have to capture their attention early on to get on their short list.
  • Only one reviewer championing your proposal is needed to achieve funding.

The Gates Exploration website has many resources. Here are a few links:

The initial Explorations program has a finite timeline. It may be extended or renewed if the Gates Foundation deems this strategy effective in recruiting new ideas, but you should assume any "call" that matches your work would be repeated perhaps once, if at all.
