Dr. Billi is Associate Dean for Clinical Affairs of the University of Michigan Medical School, and Associate Vice President for Medical Affairs of the University of Michigan. Dr. Billi's research and management interests are in the field of health services delivery, including the cost of medical care, cost reduction education programs, the impact of changing reimbursement systems, evidence-based guideline uses, pharmacy appropriateness, performance-based differential reimbursement, and conflict of interest management. He is active in statewide and regional initiatives affecting quality of care and physician practice issues, especially the use of community consortia to support coordinated quality improvement. He chairs the Michigan State Medical Society's (MSMS) Committee on Health Care Quality, Efficiency and Economics, as well as MSMS’s Work Group on Essential Benefits. He is a member of the MSMS Healthcare Delivery and Third Party Liaison Committee, and serves on the MSMS Board of Directors. Dr. Billi serves in leadership roles on several regional, evidence-based quality improvement initiatives. Dr. Billi co-chairs the Medical Director Committee for the Michigan Quality Improvement Consortium (MQIC) which includes Blue Cross Blue Shield of Michigan (BCBSM) and fifteen other health plans representing over six million members. MQIC endorses evidence-based practice guidelines and coordinates implementation measurement across the health plans. Dr. Billi also serves on the Steering Committee for the Greater Detroit Area Health Council’s (GDAHC) Save Lives Save Dollars (SLSD) initiative, chairing its Evidence-Based Practice, Quality and Cost Team. SLSD is an initiative to implement a community-wide, coordinated pay-for-performance, public reporting and cooperative quality improvement program across all stakeholders in southeast Michigan. He serves on the GDAHC Board of Directors, and previously co-chaired GDAHC’s Southeast Michigan Quality Forum.
For over 15 years, Dr. Billi has been active nationally on American Heart
Association (AHA) committees, setting standards and developing educational
programs for Advanced Cardiac Life Support. He is immediate past chair of
the AHA’s National Emergency Cardiovascular Care Committee (ECC),
is a member of the ECC International Working Group, and serves on the International
Liaison Committee on Resuscitation (ILCOR).
In addition, Dr Billi leads conflict of interest management activities for
the AHA’s ECC programs and ILCOR’s science consensus process.
From 1997 to 2005, Dr. Billi led the University of Michigan Health System’s (UMHS) development and implementation of innovative health programs with high intensity medical and disease management. First used in innovative insurance pilot products with Ford and General Motors (Partnership Health and ActiveCare), current UMHS initiatives using these programs include the Physician Group Practice Medicare Demonstration Project, the BCBSM Physician Group Incentive Program, the management of UMHS Medicaid populations, and the integrated pharmacy management programs. He was founding chair of both the UMHS Ambulatory Formulary Committee, coordinating the health system’s approach to pharmacy issues, and chaired the University’s Pharmacy Benefit Oversight Committee, which helped guide the University of Michigan’s successful pharmacy carve-out.
Dr. Billi currently leads the Michigan Quality System (MQS), the University of Michigan Health System’s transformation to a uniform quality improvement philosophy and set of tools, based on General Motor’s Global Manufacturing System and the Toyota Way. MQS uses classic continuous quality improvement and Lean Thinking to improve quality, safety, efficiency and appropriateness in healthcare delivery in collaboration with General Motors.
Dr. Billi received his M.D. degree from the State University of New York, Buffalo in 1977. He completed residency training in Internal Medicine at the University of Michigan Medical Center in 1981. He holds the title of Professor of Internal Medicine and Medical Education at the University of Michigan Medical School.
Dr. Billi practices as a general internist in a primary care clinic, and in a teaching clinic for Internal Medicine house officers at the University of Michigan.
